Saudi driving license is an official permit to drive a vehicle in KSA. All applicants must attend the driving school in person.

<A>For Applicants are eligible if their foreign driving license to replace are issued by the countries below or any countries in the drop down list on Absher when choosing 'Replacement of driving license' Eligible countries are: UAE, Bahrain, Oman, Kuwait, Canada, US, Russia, Australia, New Zealand, Japan, South Korea, China, Malaysia, Singapore, South Africa, UK, Taiwan, Albania, Bulgaria, Croatia, Cyprus, Ireland, Romania and Schengen countries. *If your driving license is not issued by the countries above, you cannot replace the foreign driving license. Please check the procedure <B> below.
Prepare Arabic translation of your foreign driving license which is attested by Chamber of Commerce to replace if it is not written in Arabic.

Login to Absher (MoI portal)> appointments> Traffic > Replacement of Driving License > Makkah region > Fill the information and continue to make an appointment
Take a medical test before your driving test appointment.
Make a payment for ‘Driving license issuance’ through your bank account through SADAD payment – Driving license > Driving license Issue > Choose the duration
Visit the driving school on the day of the appointment with the required documents.

<B> For applicant who is not eligible to replacement, but with driving experience This is only to take assessment for applicant who has driving experience, but without the replaceable driving license.
Login to MOI> My Services> Traffic > Issue Driving license > Proceed to service > Book new appointment > التدريب في مدارس تعليم القيادة: تقييم القيادة لمن لديه مهارة (متقدم – متوسط – مبتدئ) which means ‘Training in driving schools: assessment of driving skills (advanced – intermediate – beginner)’ > Makkah region
Once you attend the assessment on the appointment date, the officer tells you the following steps including how may classes you must attend.

<C> For non-experienced applicant to get New Driving License This is the procedure for applicant who does not have driving experience. It is mandatory to take classes before obtaining the Saudi driving license.
Login to MOI> My Services> Traffic > Issue Driving license > Proceed to service > Book new appointment > التدريب في مدارس تعليم القيادة: طلب تدريب مبتدئ في القيادة (30) ساعة which means ‘Training in driving schools: a request for novice driving training (30) hours’ > Makkah region
Once you attend the appointment, the officer tells you about the following steps.
Original Iqama
Original passport (the one that has the Saudi entry visa and border entry number)
Printed appointment letter from Absher

Additional requirements for applicant following procedure <A>
Original driving license :must be permanent and valid, temporary is not acceptable.
Translation of foreign driving license attested by Chamber of Commerce
Payment receipt for SADAD payment
The applicant must make an appointment from her own Absher account.
Transportation to the driving school must be arranged by the applicants.
Driving license medical test is a walk-in service, no appointment is required. Result will be uploaded in the government system.
Driving license medical test validity is 30 days.
Log-on to your Saudi online banking account
Go to SADAD/ MoI Services > Government payment > Driving license
Choose Issue License
Enter the National ID/ Iqama number and choose the license type – Private
Choose your preferred duration and complete the payment
